Why Delta is paying only 40% Mobilization for Projects — Aniagwu

The Delta State Government has said through its unique project execution model that offers 40% mobilization payment upon contract approval and 100% payment upon project certification it is promoting transparency.

Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu, who disclosed this emphasized that the prompt mobilization fee ensures that contractors commence work without delay, thereby eliminating excuses and enhancing productivity.

“Once a contract is approved, we release 40% mobilization, regardless of the project size. This policy gives us leverage to demand performance and adherence to timelines,” Aniagwu said.

He explained that under the administration of Governor Sheriff Oborevwori, contractors are paid the balance of project costs only after certified milestones, in line with the Bill of Engineering Measurement and Evaluation (BEME). This marks a major shift from previous practices and has contributed to the state’s improved project delivery timelines.

“Delta is the only state implementing this payment model, which speaks volumes about Governor Oborevwori’s commitment to financial discipline and quality service delivery,” Aniagwu noted.

Highlighting the financial strategy behind project awards, the commissioner stressed that contracts are approved based on available funds, not political sentiment or public pressure. “We work with what we have, and Governor Oborevwori is very disciplined with state finances,” he stated.

Aniagwu also lauded the governor’s focus on financial stability, stating that Delta has not relied on loans to sustain its infrastructure expansion. “Our money is working for us, and that’s why we give God the glory,” he added.

He further revealed that recent international engagements, including a working visit to China, have enhanced the state’s exposure to global infrastructure best practices, innovative technologies, and measurable timelines.

“Our global partnerships validate our infrastructure policy. They help us stay informed, improve our project implementation strategies, and ensure Deltans get value for money,” Aniagwu said.

He concluded by reaffirming the Oborevwori administration’s resolve to deliver quality infrastructure that transforms lives across Delta State without compromising financial prudence or integrity.
